I live in Pennsylvania but have a business in the reciprocal state of New Jersey, where I am required to pay state income tax. Do I qualify for out-of-state credits?

Yes. Some reciprocal states, such as New Jersey, levy the state income tax on net profits earned in that state. In these cases, PA taxpayers subject to PA resident local earned income tax may claim a credit for taxes paid in a reciprocal state.
