Dubois City and Sandy Township in Clearfield County are consolidating into one local government. Sandy Township will cease to exist, and both areas will now be defined under Dubois City. Due to this change, the political subdivision (PSD) code for the entire jurisdiction will be 170303 (Dubois City’s existing PSD code).
For Employers
Effective January 1, 2026, businesses must adjust this PSD to reflect this change when reporting earned income tax payroll withholdings, including 4th Quarter 2025 filing. That is, employees who were formerly under the old Sandy Township PSD code must be updated in payroll withholding to the Dubois City PSD code (170303).
For Residents
Beginning January 1, 2026, your employer must adjust this PSD to reflect this change when reporting earned income tax payroll withholdings or when filing quarterly if you are self-employed, including 4th Quarter 2025 filing. That is, employees who were formerly under the old Sandy Township PSD code must be updated in payroll withholding to the Dubois City PSD code (170303).
Pennsylvania law requires residents with earned income or net profits to file an annual local earned income tax return online or by mail on or before April 15. Even if you have employer withholding, you must still file a tax return. Keystone’s e-file is the quickest and easiest way to file.
