I have employees who live in Philadelphia. Do I withhold and report the local earned income tax (EIT) for these employees to the tax officer for my workplace location?

No. The Local Tax Enabling Act does not apply to Philadelphia residents, who are subject to tax under the Sterling Act. Employers are required to withhold tax at the Philadelphia resident rate for Philadelphia residents and remit the tax directly to the City of Philadelphia Department of Revenue. Do not report and file City Wage Tax withholding for Philadelphia residents with Keystone.
