Mandatory Electronic Filing for Employers

Effective Tax Year 2026, Local Earned Income Tax (EIT) quarterly employer withholding returns will be required to be filed and paid electronically on Keystone’s website at business.KeystoneCollects.com. Paper filings will no longer be accepted. Employers remitting local service taxes (LST) to Keystone should follow the same online process.

The 2025 4th Quarter return is due no later than January 31, 2026. Employers should begin filing electronically now in preparation for the upcoming requirement.

This change has been adopted pursuant to the Local Tax Enabling Act (LTEA), 53 P.S. §6924.505, and as described in Pennsylvania’s Act 32 Policy and Procedure Manual (DCED).

  • Set up an online account — “Create Account” at business.KeystoneCollects.com
  • Follow onscreen instructions — register the business
  • Choose how to file — manual entry, CSV upload, PA Standard File Format
  • Review and submit —notification of flagged errors provided before completion
